Managing Director

Mr. Quinten Questel is the Managing Director of Digital Business, a management consulting and technology services company, based in the Caribbean. His technical background is complemented by his knowledge of the strategy and policy issues faced by Governments, Citizens and Businesses in new and emerging technology areas.

This combination of skills and experience has contributed significantly to his past assignment as the Director of the National E-Commerce Secretariat of Trinidad and Tobago where he was responsible for the strategy and policy formulation in the area of E-Commerce for the Government of Trinidad and Tobago. He was charged with the management and execution of the National E-Commerce Action Plan, which includes strengthening the infrastructure, increasing participation, clarifying marketplace rules, building user confidence and jumpstarting the e-economy. He was the key link in bringing E-Commerce to mainstream businesses, the public and the government.

Mr. Questel was also the Chairman of the Technical Committee to Review and Recommend the Appropriate National Policy for the Administration of the Trinidad and Tobago Country Code Top Level Domain and as a member of the Government Advisory Committee of ICANN. He was also the Chairman of the National Small and Medium Sized Enterprises ICT Competitiveness Committee. He has also served as a member of the Government Technical Group and the Human Resources Working Group in the development of the Trinidad and Tobago National Information & Communication Technology Strategy. Mr. Questel has also served as both Chairman and Member on several National Tender Evaluation Committees and has hosted several local and regional conferences in collaboration with international organizations on ICT, E-Commerce, SME Competitiveness and ICT Legal/Regulatory issues.

Mr. Questel holds a MBA from the Henley Management College, United Kingdom and has over 15 years’ experience in this field and has held senior positions in both the Public and Private Sector. He has a special interest in providing E-Commerce solution to SMEs and has delivered several presentations and reports on E-Commerce in the region and has consulted to senior managers and leaders in both the public & private sector.
